Start an ERAP Application

COVID-19 has put thousands of Cabarrus County households on the verge of eviction. For thousands more, it’s only a matter of time before the utilities are cut off.

Through the Cabarrus County Emergency Rental Assistance Program (ERAP), households with financial hardship due to COVID-19 can apply for payment of overdue rent and utilities dating back to March 13, 2020.
Determining eligibility
An eligible household is defined as a renter household that has:
- A household income that does not exceed 80 percent of the area median income (examples: $46,800 annually for a household of one, $66,800 annually for a household of four and $88,200 annually for a household of eight)
AND
At least one or more individuals living in the household:
- Qualifies for unemployment or has experienced a reduction in household income, incurred significant costs, or experienced a financial hardship due to COVID-19
OR
- Can demonstrate a risk of experiencing homelessness or housing instability
If you qualified for another federal or state program (example: HOPE) and have needs beyond the months covered by that program, you may qualify for the ERAP program.

The application is available online (strongly encouraged) and in paper. Details for each process are listed below.

Online application process
The online application can be completed using ANY internet-connected personal computer, tablet or smartphone.
To start, you’ll need to answer a few easy and confidential questions about household income, the number of people living in your home and the type of assistance needed.
Once you’ve answered the preliminary questions, you’ll need to proceed with the full application.
Online applications will require applicants to upload each of the required documents. Before you begin the full application, take a photo (phone or tablet submission) or scan (computer submissions) of the entire bill (front AND back) of the needed documents so you can easily upload them. The system will not accept applications without documentation. The full list of required documents can be found in the “What you’ll need” section.
Once your application is submitted, you’ll receive a confirmation email from noreply@cabarruscounty.us.
Paper application process
Paper applications are available at the following locations. Each of these locations also have trained customer service representatives who can help walk you through the process. To speed up the process, applicants are encouraged to complete the online application using ANY internet-connected personal computer, tablet or smartphone. Free access to computers and scanners is available at each branch of the Cabarrus County Library. An after-hours return drop box is located at the Human Services Center in Kannapolis.
