Cabarrus announces new leadership in key roles
Four Cabarrus County leadership positions were filled in recent months in the budget, finance, legal and emergency management departments.
“The team members filling these positions share a common trait,” said Cabarrus County Manager Mike Downs. “They each have a deep understanding of their departments and how those services function for the citizens of Cabarrus County. We’re pleased to welcome this new year with such dedicated, experienced leadership.”
The additions include:
Budget Director Rosh Khatri joined the County in September 2020. He brings to Cabarrus County 30-plus years of government budgeting, finance and audit experience. Before joining the County, Rosh served as director of budgeting for Seminole County Public Schools in Florida. Prior to that, he worked as a senior public accounts auditor for the State of Florida, Office of the Auditor General. He is a Certified Public Accountant (CPA) and Chartered Global Management Accountant (CGMA).
Finance Director Wendi Heglar joined the County in December 2020. She has 18 years of experience in local government finance. Before joining the County, she served as finance director for the City of Kannapolis and assistant finance director for Rowan County. Heglar was responsible for the certified annual financial report, accounting, accounts payable, payroll and banking. She lives in Faith with her husband, Allen, and their children Luke and Kila.
Emergency Management Director Steve Langer was promoted from fire marshal in December 2020. Langer started in fire services two decades ago as a volunteer with Kannapolis before becoming a full-time member of Concord Fire Department. In 2004, Langer joined Cabarrus County as an emergency response officer. He was later promoted to assistant fire marshal before becoming fire marshal in 2007. Langer is a lifelong resident of Cabarrus County.
Deputy County Attorney David Goldberg joined Cabarrus in January, having recently finished service as an attorney advisor in the Federal Emergency Management Agency, Office of Chief Counsel’s Flood Insurance and Mitigation Legal Division in Washington, D.C., where he primarily advised the National Flood Insurance Program. Prior to that, he served as a Presidential Management Fellow at FEMA. He has held various positions in the North Carolina General Assembly, culminating with an appointment as law clerk in the Office of President Pro Tempore of the North Carolina Senate. He has also held positions with the North Carolina Appraisal Board and the City of La Porte, Texas Office of Emergency Management. He lives in Cabarrus County with his wife, Shaina, and son Jeremiah.
